WHAT IS RICE PAPER?
Rice paper, sometimes also known as spring roll wrappers, is a thin and translucent round sheet that can be found in a various Asian cuisines. It is made from rice flour, water, and tapioca flour. Rice paper is traditionally used to make spring rolls. Rice paper is used for wrapping fillings such as meat, rice vermicelli, vegetables and sometimes seafood or tofu.
You can find rice paper in any Asian grocery stores or buy online here. Rice paper is usually sold dried and stiff, and needs to be softened before use. To soften the rice paper, simply dip the rice paper into warm water for a few seconds. Once softened, it can be rolled up and served as a wrapper that holds ingredients together.

INGREDIENTS:
- Rice Paper
- Ground Beef
- Garlic
- Green Onion
- Carrot
- Cabbage
- Soy Sauce
- Sesame Oil
- Rice Vinegar
- Sugar
- White Pepper
- Soy sauce or Chili Oil for dipping, optional
HOW TO MAKE CRISPY RICE PAPER DUMPLINGS:
Prepare the Filling
Start by chopping carrots, cabbage, and green onion. In a large bowl, mix ground beef, minced garlic, cabbage, and green onion together. Then add soy sauce, sesame oil, rice vinegar, sugar, and white pepper. Mix until well combined.
In a large cooking pan, add 2 tablespoon of oil. Add chopped carrots and cook for about 2 minutes. Then add the filling and cook until meat is browned. Set it aside while you prepare the rice paper.
Soak Rice Paper
Prepare a shallow dish or plate filled with warm water. Take a sheet of rice paper and dip it in warm water for a few seconds until pliable. Do not leave in water for too long as the rice paper will become too soft, making it difficult to roll later. Place the soaked rice paper onto a clean surface or cutting board. The rice paper will continue to soften while you're adding the filling.
Roll the Rice Paper Dumplings
Add a spoonful of filling onto the center of rice paper. Fold the bottom side of the rice paper toward the center to cover the filling. Then fold the sides of rice paper toward the middle. Lastly, roll the dumpling from the bottom up like a burrito. Repeat this process with another sheet of rice paper. You can use 1 rice paper sheet, but I used 2 sheets here to prevent dumplings from falling apart.
Repeat the process with remaining rice paper and filling.
Cook the Dumplings
In a pan, heat 2 tablespoon of oil over medium-high heat. Pan fry the dumplings until golden brown and crispy on all sides.
Serve the dumplings with dumpling sauce, soy sauce, or chili oil. Garnish with additional chopped onions and white sesame seeds (optional). Enjoy!
TIPS:
- I recommend using 2 rice paper sheets to double wrap the filling. Using 2 sheets can make it easier to roll the dumpling, as well as prevent the rice paper from creating holes or burst open.
- Dip the rice paper sheets in warm water in just a few seconds until they become pliable. Soaking the sheets in water for too long can make them overly soft and soggy, making it difficult to work with.
- Add a spoonful of filling at a time. Do not overstuff the rice paper with filling. Overstuffing can make it difficult to roll and prevent the rice paper to seal properly.
